It has been rated by the Heritage Foundation as the world’s freest economy in the world 20 years in a row, and World Bank has rated Hong Kong the second easiest place to do business. Leung urged young entrepreneurs to go through Hong Kong, stating “every company needs people to help make your investment more efficient, who will help you minimize risk and tax exposure, and who will help you with accounting, taxation, and funding.
